Quality Assurance/Quality Control Manager


Position responsibilities:

  • Serve as the QA/QC Manager for the Operation and Maintenance (O&M) services of prime power plant and client interface at Camp Victory, BIAP, Iraq;
  • Responsible for the development of a QA/QC and inspection program which meets the provisions of the Operations Action Plan (OAP) and manufacturer’s recommendations and/or Government specifications;
  • Review the production activities and capabilities in light of quality requirements;
  • Ensure that the staff understands the maintenance and or repair requirements;
  • Evaluate the implementation and effectiveness of the staff’s quality or inspection system including in-house sampling plans;
  • Analyze quality data to detect unsatisfactory trends or weaknesses in the crew's quality or inspection system;
  • Verify by test or inspection that products used comply with contractual requirements before they are utilized;
  • Request corrective action by the crew when inadequacies are detected in the inspection system or quality program;
  • Coordinate the disposition of nonconforming products and materials;
  • Fulfill your duties and responsibilities for controlling O&M services quality in accordance with contractual requirements, and that the completed O&M services conform to specifications and/or manufacturer’s recommendations. This involves both the procurement of parts as well as the maintenance and major repairs of the power generators and/or switchgear;
  • Investigate customer complaints and deficiency reports, and provide identification of causes to appropriate activities;
  • For maintenance of major items, review and recommend approval/disapproval of work over and above that contractually authorized; and where applicable, perform quality assurance support activities at the crew’s level;
  • Assist in the review and approval of all subcontractors and suppliers invoices prior to submitting to ensure that work has been completed according to contract requirements;
  • Become familiar with the Operations Action Plan (OAP) and provide daily, weekly and monthly reports as required by the OAP;
  • Maintain close relationships with Military prime power group to ensure all their requirements are fully met in accordance with the task order and prime contract requirements;
  • Abide by and adhere to all requirements in General Order #1 in conformity with U.S. military standards and practices;
  • As directed by the Area Manager.

Specific duties and responsibilities

  • Manage all required QA/QC programs follow-on Victory Base sustainment operations;
  • Coordinate with the Area Manager all activities related to site development and construction to ensure that quality of work is being implemented;
  • Ensure that Operations and Maintenance services are performed and being met to a good quality standard;
  • Follow all LBG standard policies and practices;
  • Other duties as determined.

Essential qualifications:

  • Experience in developing and implementing quality assurance program for O&M Services;
  • Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques;
  • Knowledge of pertinent product characteristics and applicable production maintenance, or repair methods and processes;
  • Knowledge of inspection, test, and measurement techniques;
  • Knowledge of the relationship of quality assurance to other activities such as contract administration, engineering, and supply;
  • Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations;
  • Experienced working in international work environments in an expatriate or US military status;
  • Proactive nature and strong interpersonal skills in collaborating, communicating and working with (1) Site Manager, (2) other senior Berger/Cummins managers and staff (to include Home Office management team), (2) Local and International subcontractors; (3) Army Corps of Engineers military representatives; and (4) local officials as required.

Desirable qualifications:

  • Knowledge of standards, procedures, methods, and techniques applicable to construction projects including construction equipment, materials, and utility systems;
  • Knowledge and skill sufficient to advise or formally instruct supervisors and employees on safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures;
  • Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials.

Candidate requirements:

  • Experience with all phases of Prime Power projects preferred; Construction and/or electrical background is preferred;
  • Extended travel will be required to Iraq and Afghanistan and other remote areas;
  • Must be able to successfully pass physical and dental examinations prior to deploying to duty station;
  • Proactive nature and strong interpersonal skills in collaborating, communicating and working with Senior field officers, local and international subcontractors, Army Corps of Engineers as well as the home office/corporate management team;
  • Previous experience in Iraq is preferred.

Physical demands:

Work conditions may be physically demanding, requiring candidate to undergo medical and dental assessment before hire. This includes a complete physical examination, dental examination, and any/all requisite immunizations particular for Iraq and/or Afghanistan. For candidates who have not worked/lived in Iraq prior to hire, a one week long pre-deployment training will be required.

Work environment

The work environment and living conditions in Iraq may be harsh. This includes the potential for hostile encounters. Position may require the use of Personal Protective Equipment. Medical facilities for routine medical and dental care will be available through the Military.

Duration of assignment:

Long-term/1 calendar year (with possibility of extension)
