Safety and Occupational Health Manager


Position responsibilities:

  • Responsible for the development of a safety and occupational health program which meets the provisions of the Operations Action Plan (OAP), industry standards and/or Government specifications;
  • Manage a safety and occupational health program that covers diverse but recognized hazards in constructing and operating power plants, achieving compliance with Army Corps Safety manual provisions and effectively communicating multiple safety and occupational health practices and procedures to staff and line personnel;
  • Develop educational material and techniques. Promote a wide variety of training activities designed to achieve awareness of safety hazards and corresponding preventive procedures in prime power and high voltage hazardous environments;
  • Plan, organize, direct, budget, coordinate and evaluate a fully developed safety and occupational health program and advise key managerial and executive personnel on courses of action affecting facility operations, work processes, human-machine relationships and environmental conditions which impact on the safety and efficiency of personnel;
  • Ensure that Operations and Maintenance services are performed in a hazard free environment and that the services achieve a good quality standard;
  • Carry out the following:
    • Inspecting – observing environmental conditions and employee performance patterns to identify electrical and other hazards, detect risks, and determine causal relationships; developing abatement recommendations for safety and occupational health hazards;
    • Investigating – searching for clues, studying variables, questioning witnesses, and retracing sequences to uncover the sources of reported injuries and illnesses;
    • Recording – assuring the validity of data collected, accurate documentation of occurrences and data summaries, and maintenance of program information;
    • Analyzing – examining available data to identify possible sources of losses experienced, determining critical factors prior to occurrence, and recommending alternative adjustments to eliminate or minimize losses from injuries and illnesses;
    • Reporting – defining terminology, writing summaries and preparing summary documentation related to safety and occupational health.
  • Become familiar with the Operations Action Plan (OAP) and provide daily, weekly and monthly reports as required by the OAP;
  • Maintain close relationships with Military prime power group to ensure all their requirements are fully met in accordance with the task order and prime contract requirements;
  • Abide by and adhere to all requirements in General Order #1 in conformance with U.S. military standards and practices.

Essential qualifications:

  • Experience in developing and implementing safety and occupational health programs for prime power O&M Services;
  • Experience in recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance which may cause injury to persons or damage to property;
  • Practical knowledge of the body of laws, regulations, policies, and procedures related to safety and occupational health to sufficiently interpret and explain the reasons and purposes for applying measures and procedures, minimizing or abating environmental hazards;
  • Experience working in international work environments in an expatriate or US military status;

Desirable requirements:

  • Knowledge of standards, procedures, methods, and techniques applicable to construction projects including construction equipment, materials, and utility systems;
  • Knowledge and skill sufficient to advise or formally instruct supervisors and employees on safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures;
  • Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials;
  • Experience in Iraq.

Candidate requirements:

  • Experience with all phases of Prime Power projects preferred; Construction and/or electrical background is preferred;
  • Extended travel will be required to Iraq and Afghanistan and other remote areas;
  • Must be able to successfully pass physical and dental examinations prior to deploying to duty station;
  • Proactive nature and strong interpersonal skills in collaborating, communicating and working with Senior field officers, local and international subcontractors, Army Corps of Engineers as well as the home office/corporate management team;
  • Previous experience in Iraq is preferred.

Physical demands:

Work conditions may be physically demanding, requiring candidate to undergo medical and dental assessment before hire. This includes a complete physical examination, dental examination, and any/all requisite immunizations particular for Iraq and/or Afghanistan. For candidates that have not worked/lived in Iraq prior to hire, a one week long pre-deployment training will be required.

Work environment

The work environment and living conditions in Iraq may be harsh. This includes the potential for hostile encounters. Position may require the use of Personal Protective Equipment. Medical facilities for routine medical and dental care will be available through the Military.

Duration of assignment:

Long-term/1 calendar year (with possibility of extension)
