Procurement Representative (Washington, DC)

Position Responsibilities:

Under supervision of the Director of Procurement, the Procurement Representative will support the Global Operations Business Segment with procurement and subcontracting activities in support of power and infrastructure project and business development initiatives.

The Procurement Representatives duties include but are not limited to:

    Ensures requisitions are complete and have proper evidence of funds availability, and ensures approvals.
  • Identifies sources for materials and equipment, evaluates the capabilities and performance of suppliers, and selects qualified suppliers based upon their ability to provide competitive pricing, acceptable terms, appropriate material quality, and timely supply of goods.
  • Issues requests for quotations/proposals, evaluates supplier quotations, plans and conducts negotiations, prepares cost and price analyses, availability studies, risk analyses, bid analysis summaries, and award recommendations that treat suppliers fairly and ethically, protects the company's interests, and promotes best value awards.
  • Awards, issues, and documents all agreements with suppliers.
  • Monitors supplier performance, issues change orders, and manages supplier relations.
  • Resolves disputes with suppliers and evaluates supplier performance.
  • Prepares, compiles, and maintains auditable records of the materials management process.
  • Maintains awareness of market conditions and delivery trends to determine future material availability and pricing probability.
  • Manages purchase orders to ensure timely completion, compliance with requirements, and appropriateness of invoices and payment.
  • Assists the authorized procurement representative with all procurement and subcontracting activities as assigned.
  • Processes invoices for payments.
  • Vets potential vendors and commodity purchases with Export Control Operations Manager.
  • Coordinates small/small disadvantaged business procurement documentation and report requirements with the LBG Director of Procurement for the regional, division, field, or project office.
  • Works closely with the Electro-Mechanical Cost Estimator (EM/CE) to maintain the pricing database.

Candidate requirements:

  • Minimum two years of experience with procurement for international electro-mechanical projects
  • Minimum of six (6) years of Procurement Experience under Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures
  • International work and travel experience highly desirable
  • US Government and/or US Military contracting experience highly desirable
  • Experience with Federal Agencies
  • Experience with Microsoft programs, including Excel and PowerPoint

Education:

  • Bachelor's degree in economics, business or other relevant discipline. Masters degree preferred.

Skills

  • Strong analytical, organizational and communication (written and verbal) skills are essential.
  • Must also possess excellent computer skills, including advanced spreadsheet and database functions (i.e., MS Excel, Access, SharePoint, etc.).
  • Ability to multi-task in a fast-paced environment and prioritize multiple tasks.

Language Requirements:

  • Fluent in written and spoken English.
